Officer Job Descriptions

President. The President shall supervise and direct the business of the corporation. In addition, the President shall preside at meetings of the Members and of the Board of Directors.  The President has the right to make Executive decisions only in situations where the board is deadlocked on a decision. Such decisions will be communicated to the Board via email in a timely manner.

Vice President. In the absence of the President or as occasionally designated by the President or Board of Directors, the Vice President shall perform the duties of the President. The Vice President will act as counsel to the President when Executive decisions are deemed necessary.

Secretary. The Secretary shall keep minutes of all meetings of the Membership and Board of Directors, see that all notices are given in accordance with these Bylaws as required by law, and be custodian of the corporate records. The Secretary shall maintain a list of all generally authorized CBA activities. The Secretary will distribute the monthly meeting minutes to the Board of Directors within 1 week after the monthly meeting.  The minutes will also be stored in a shared location so that backup copies are securely maintained.  The Secretary will also be responsible for creating and distributing the agenda for each monthly meeting at least 24 hours before the date of said meeting.

Membership Secretary. The Membership Secretary shall keep the Membership roster current and accurate.  This includes sending out membership cards to all new and renewed members, sending notices to members when membership is about to expire, providing the membership mailing list to the Editor of the Blues Notes so that members receive their newsletter. The Membership Secretary (or their designee) is encouraged to be at the monthly meetings to enroll new members, provide membership cards and update the roster.  This membership roster should be up to date and accurate and include all contact information – address, email, and phone as well as any volunteer interests.  The Membership secretary will be responsible for managing the member database and providing current membership lists to be used at key member meetings such as the picnic, the Muddy Awards, the Holiday party and any other events that will require checking membership status.  The Corporation will provide the Membership Secretary with a laptop and other tools in order for them to do their job effectively.  Since electronic payment is a vehicle that will be used to join the Corporation, the Membership Secretary will be required to monitor electronic submissions and enroll new members promptly upon application submission.  New members and renewing members should receive their authorized Membership cards no later than 1 month after their submission to join or renew.  The Membership Secretary is also responsible for backing up and safely securing all membership data.

Treasurer. The Treasurer shall have charge of, custody of and control of all funds of the corporation, shall give and receive monies payable and due to the Corporation from any sources and deposit such money in the name of the Corporation in such banks as may be selected in accordance with these Bylaws. The Treasurer shall maintain a list of generally authorized monetary expenditures approved by the Board. The Treasurer shall be custodian of all financial records, invoices and receipts of the Corporation. The Treasurer shall provide a financial status report to the Board each month which includes all financial transactions of the Corporation.  After each meeting of the membership the Treasurer will count and record monies to be deposited.  This report shall also be stored electronically in a shared location

CBA Board Member-At-Large Duties and Responsibilities:

  • Attend monthly board meetings and participates through voting in the decision making process of the CBA.
  • Actively initiate and participate in various fund raising and music promoting projects and events of benefit to CBA members and the public at large.
  • Use his or her unique skills on behalf of the CBA to advance its mission and goals.
  • Assist and support officers and other board members on CBA project as directed.
  • Advocate for the preservation and promotion of blues, American Roots, and soul music in Oregon, the Northwest, and nationwide.
New Muddy Awards Procedure

Every year the Cascade Blues Association presents the Muddy Awards to honor those artists, recordings, venues and individuals who have displayed high levels of performance and mastery of their craft during the last year. This year we will be attempting a new process in the nominating procedure.

In the past we have handled two separate mailings to our membership, first asking for nominations and then for final selections of those receiving the highest number of votes. The past two years we have done this process on-line, but there have still been a series of complications that have made the process difficult. So this year we are moving in a direction held by other awards handled by multiple organizations. We have decided to create a qualified nominating committee. This committee is made of professionals including musicians, radio, venues, publications, promoters and even fans, roughly around 50 people or so. The participation in this committee is to be kept completely confidential and not required of those we may have asked. This does not mean that the same people will be asked year to year. What we are striving for are those knowledgeable about the local music scene and the qualifications of each category.

In the past we have witnessed people banding together to make nominations, where just a handful can alter the outcome of who ends up on a ballot. We have also seen many nominations of people who do not fall into the credentials expected, such as artists being selected who do not live within our region or recordings’performances that did not occur within the time line for the previous year. Gathering the information is very time consuming and we want to streamline how it works.

Once the nomination committee has sent their selections, we will then compile these choices and present them for final voting by the entire membership. And yes, on the final ballot there will be a place for you to enter your own write-in vote if you prefer.

It may not be well received by many, but we want the process to honor those who are deserving and it is a route that as mentioned many other organizations have already gone to.

On another note, we have heard your voices and this year’s awards will return to the original retro image of the Muddy Waters bust so popular for many years. We have found a new trophy company to handle the recreation of the original molds and they’re making them even more durable than before. That bust of Muddy is a trademark image that says Cascade Blues Association, and we’re looking forward to their return!

2021 Best Self-Produced CD Competition

Since 2005, The Blues Foundation has held an annual competition to recognize excellence in independent blues recordings. The Best Self-Produced CD competition is open to affiliated blues societies from around the world to submit one entry each, preferably selected by a regional competition. The Cascade Blues Association has participated in this event since its inception, including submitting the overall winner in 2011 — Joe McMurrian’s Get Inside This House.

The CBA is now accepting submissions for this year’s Best Self-Produced CD competition. All are welcome to enter with the exception of artists who have been nominated for or received a Blues Music Award, or recordings released on labels that have been nominated or received a Blues Music Award. No compilation discs are accepted. Only compact disks from artists in Oregon, Washington, or Idaho released after November 1, 2017 are eligible for the CBA’s consideration.

Entries will be judged by a committee and will be based on the same criteria that The Blues Foundation will later use in their own judging. These are: Blues Content, Musical Performance, Audio Quality and Production Value of the Recording, Professionalism and Visual Appearance of Cover Art and Design, and Credits and Liner Note Information.

After submissions from each affiliated blues society have been received, The Blues Foundation will conduct its judging in three stages, with the first two rounds being conducted by a select group of radio/print media people. The finalists will be announced a week prior to the 35th annual International Blues Challenge and the winning recording will be named at the IBC finals in Memphis in January 2019.

All entries for the CBA must be received no later than the October 3 membership meeting at Catfish Lou’s. Entries can be mailed to: BSPCD c/o Cascade Blues Association, PO Box 6566, Portland, Oregon 97228 or can be delivered in person at the September or October membership meetings.

The Cascade Blues Association’s Concert @ the Crossings returns again this year. By now you should all be aware of the new format for this event.  As in past years with our picnic, we will offer limited beer, wine, sodas, and water on site. Dan from Dano’s Dogs will be offering food for sale.  But mimicking the local Concerts in the Park format members will need to bring their own food to the event. We want to thank those members who have expressed understanding the reason for this change.

This is a MEMBERS ONLY event.  A family membership permits 2 adults and 2 children living in the same household.  There will be a charge for additional children.  CBA membership will be available for purchase at the event. So bring your blankets, lawn chairs, and picnic basket and join us for a fabulous day of good friends and some killer blues.

Blues Music AwardsThe Blues Foundation recently announced the nominees for the 39th annual Blues Music Awards and it includes a trio of Portland musicians. Curtis Salgado has been noted for Soul Blues Artist, Karen Lovely for Contemporary Female Artist and Jim Bott for Instrumentalist- Drums. Also recognized with a nomination for Historical recording was the recent release from Little Village Foundation, The Paul deLay Band Live in Notodden ’97, featuring Portland’s late harmonica hero with his band of the time Peter Dammann, Louis Pain, John Mazzocco, Mike Klobas, and Dan Fincher.
The Blues Music Awards ceremony and concert will be held in Memphis, TN on Thursday, May 10. Tickets can be purchased at Blues.org.

CBA Muddy Awards Moves to a New Venue

2017 Muddy Award NomineesThe Cascade Blues Association’s annual celebration of our local blues musicians, events, recordings and venues, The Muddy Awards, was held on Wednesday, November 1 to an enthusiastic audience at The Melody Ballroom. Twenty-two awards were handed out recognizing outstanding achievement as selected by the CBA members.
Highlights of the event included three artists being inducted into the Muddy Awards Hall of Fame for having taken their respective categories three consecutive years: Ben Rice Band for Traditional Blues Act; Andy Stokes for the “Curtis Salgado” Male Vocalist; and Brian Foxworth for the “Jimi Bott” Drums. Norman Sylvester was awarded the “George Page” Back What You Believe In Award for his continual efforts with Healthcare For All Oregon, the Inner City Blues Festival, and taking music into the schools and retirement homes. Terry Robb was selected this year for the “Paul deLay” Lifetime Achievement for his career not only as a musician, but as a teacher, producer and engineer in the studio working with artists including the late John Fahey, Sheila Wilcoxson, The Lightnin’ Kings’ latest recording, and many others. Curtis Salgado was honored with the Performance of the Year for his magnificent appearance at the Waterfront Blues Festival, his first following a heart attack and heart surgery.
And you know, the Muddy Awards would not be a true celebration without music. Opening the night we were treated to a set by Journey To Memphis winners Sister Mercy. An All Star Muddy Awards Band was pieced together by this year’s band leader Sonny Hess. She put together a sensational jam that included Ben Rice, Brian Foxworth, Dave Melyan, Doug Rowell, Fenix, Franco Paletta, Jim Hively, Kathryn Grimm, Kelly Pierce, Kevin Selfe, Kivett Bednar, Lady True Blue, LaRhonda Steele, Lisa Mann, Rae Gordon, Randy Monroe, Rich Layton, Robbie Laws, Scott Franklin, and of course Sonny Hess herself.
A huge thanks to The Melody Ballroom; JBL Sound; Cedar House Media; Just Right Awards; Big Screen Productions; Sonny Hess; photographers Marilyn Stringer, Tony Kutter, Kathy Rankin and Greg Johnson; Wendy Schumer for her work on the slide presentation and program creation, volunteers Sandy Forst and Coila Ash for working the admission door; the CBA Board of Directors; and most of all our membership.
